Relationship with other agencies within the Minister’s area of responsibility.
The Minister for Government Business Enterprise is responsible for the following agencies in addition to the South Australian Forestry Corporation:
•  Flinders Ports South Australia.
•  Industrial and Commercial Premises Corporation.
•  Land Management Corporation.
•  Mining and Quarrying Occupational Health and Safety Committee
•  SA Lotteries.
•  South Australian Water Corporation.
•  South Australian Totalizator Board.
•  Technology Park – Mawson Lakes.
•  Water Engineering Technologies.

ForestrySA has had a normal commercial relationship with the WorkCover Corporation. There is an administrative relationship with the Department for Administrative and Information Services. There is an arrangement where ForestrySA maintain plantations established in water catchments areas managed by SA Water. There has been no relationship with the other agencies under the Minister’s control.

Annual Report
The appointment of the South Australian Forestry Corporation Board was gazetted in November 2000. Appointments are from 1 January 2001 to 31 December 2003. The board has five members.

Sybella Blencowe (Chairperson)
Sybella is a lawyer in private practice specialising in environmental, planning and local government law and corporate governance. She also has qualifications and experience in town planning. She was a member of the board of SAGRIC International Pty Ltd from 1996 to 1999 and is a member of the Major Developments Panel. Before joining the Board, she was a ForestrySA Advisory Board Member from June 1998 to December 2000. Since November 2001 she has been the Chair of the Abalone Fisheries Management Committee.

Stephen Duncan
Stephen is Principal of Duncan Powell, Chartered Accountants. He has been practising in the area of Corporate Advisory, Turnaround Management and Financial Consulting Services since 1980. He specialises in all forms of personal and corporate financial reconstructions, general strategic planning including consulting to management, government and Boards of Directors.

Julie Meeking
Julie has an MBA with a background in merchant banking and commerce. She is principal of a consulting group specialising in strategic and financial corporate services. In recent years, she has held directorships of numerous organisations including Enterprise Workshop Inc., Australian Dance Theatre, State Supply and the Remuneration Tribunal. Before joining the Board, she was a ForestrySA Advisory Board Member from August 1997 to December 2000.

David McLeod
David is a senior partner at Law Firm Lempriere Abbott McLeod with wide experience in management, institutional advice, litigation and military advocacy. He is a previous Mayor of Unley and legal adviser to the Local Government Association. He chaired the Ashford Hospital Board for 10 years. He is a decorated officer and Head of the Royal Australian Air Force Specialist Legal Reserve with the rank of Wing Commander providing advice to commanders and participating in Boards of Inquiry. He is currently completing his Masters of Military Law at Melbourne University.

Warren Wilson
Warren is the principal of Warren Wilson Consultants Pty Ltd. He is a former Executive Director of the Royal Hong Kong Jockey Club and a former Chairman of the Lotteries Commission of South Australia. He is currently a non-executive Director of TABCorp Holdings Limited and Chairman of the TABCorp Compliance Committee.


The Board has three subcommittees:
•  Audit Committee to meet the Corporation’s obligations under the SA Public Corporations Act 1993 – Julie Meeking (Chairperson), Stephen Duncan and Sybella Blencowe.
•  Executive & Senior Management Review Committee – David McLeod (Chairperson), Warren Wilson and Sybella Blencowe.
•  Strategic Planning Committee – Sybella Blencowe (Chairperson), Stephen Duncan and David McLeod.

Board meetings attended by Board members in 2001/2002 (maximum 12 meetings).
